Poor Biden thinks that cops interrupt a rape in progress. This kind of delusional reasoning posits that the rape victim has both the time and opportunity while being assaulted for a phone call to be placed to the police department. Additionally, this brilliant thinking believes that the assailant will sit still to wait while not only the rape victim takes a break to call the police, but for the ensuing squad car to be dispatched and arrive at his location.
